The five points that must be kept in mind while deciding the use of verb in a headline are:
1. Use a strong, action verb.
2. The verb should be in present tense.
3. It should agree in number with the noun
4. It should ideally follow the subject of the news story
5. It can be used without the auxiliary verbs is and are.
